I. Hazard Warning System

In the wake of climate change, floods have become more severe in recent years, and the amount and intensity of rainfall and the scale of disasters all increase drastically. What leads to flooding in Pi Pa Cheng is the over-intensive and too much instantaneous and accumulated rainfall during typhoons or torrential rains.
If deluges are not discharged in time, low-lying areas will be flooded, and internal waters cannot be discharged into rivers due to high water level in rivers. Saltwater intrusion results in floods, and river course that is silted up leads to inundated river banks (where our partner school, Nan Gwang Elementary School, is located). As a result, flood-prone areas should have a warning system¡Xwhen water level and the amount of rainfall reach the warning value, people should be evacuated immediately in order to safeguard life and property security. In the face of such problems, we should know that flood control projects have their limits. Floods are still likely to happen when the amount of rainfall far exceeds the threshold, so we have to enhance the non-engineering measures. In order to improve government agencies¡¦ information gathering of water regime and disasters and strengthen their ability to coordinate flood control and rescue operations and to dispatch water pumps, we hope to partner with the Flood and Deluge Warning System in Low-Lying Areas Project, of which we are in charge, by Nantou County Government. We want to set up a monitoring system of floods and deluges in drainage facilities in Pi Pa Cheng in order to minimize losses, mitigate disasters and prevent hazards.

 

II. Comprehensive Planning

People in Taiwan generally lack the ability to perform emergency treatment (e.g. CPR), and we are in short of first-aid equipment (e.g. AED), so most people with a cardiac arrest lose their lives. Universities and schools are places that train students and equip them with the necessary skills, so we believe that AEDs should be ubiquitous on campus, and we should provide educational training on CPR and AED in order to build a secure learning environment and teach students the right way to rescue others. The placement of AEDs is based on the following principles:

1. According to American Heart Association Guidelines for Cardiopulmonary Resuscitation and Emergency Cardiovascular Care, an AED should be placed for any agency with 250 people and above.
2. Factoring in the installation and maintenance costs, the overarching principle is to achieve a 3 to 5-minute response time from collapse of patients to on-scene arrival of the AED.
3. AEDs are placed based on the traffic of a building and whether the building stands alone or not, e.g. separate campuses or buildings, infirmaries, etc.
