LCES in brief:
Across from the Lucao Township Office, LCES is situated at the administrative center of Lucao Township. Located in southwestern Chiayi County, Lucao Township is bordered by Shuishang Township to the east, Budai Township to the west, Taibao City to the northeast, Puzi City to the northwest, and the Bazhang River, which separates Chiayi County from Tainan City. The Bazhang River is an area of a high potential flood risk, and the LCES is located downstream of the Bazhang River. The area experienced a severe flood caused by Typhoon Morakot in 2009. To actively transform LCES into a sustainable campus, the school applied for the 2015 Sustainable Campus Project sponsored by the Ministry of Education. LCES aims to prevent future floods by installing a water-storing permeable pavement.
To enable collecting soil water content for rainwater conservation and flood prevention, LCES will break up the existing concrete pavement according to the terrain features, and bury the concrete segments in situ as an open-graded permeable layer. Subsequently, LCES will lay permeable bricks, grass, or plants (similar to elsewhere on campus) to increase the total area of rainwater conservation. Currently, the surface of the concrete pavement in the atrium affects the water and air permeability, and is prone to flooding during heavy rains. In addition, the pavement of the floor is impermeable, and needs to be addressed for environmental sustainability.
To improve the aforementioned problems, LCES will first remove the bricks of the sidewalks in front of the Administration Building and loosen the soil for grass planting. Subsequently, the concrete pavement at the East Entrance will be removed, and the recycled concrete will be refilled in situ after being blended for gradation. A pipe system will be installed beneath the recycled concrete layer for water permeability and water conveying, and the previously removed bricks from in front of the Administration Building will be paved on top of the recycled concrete layer for vehicular movement.
Improvement Project:
1.Water permeable pavement:

2. Energy conservation and monitoring measures:
Install switches of individual lighting devices in both the Administration and Education Buildings to conserve energy.
